E-ticaret Gümrük Beyanı Nedir?

  Elektronik ticaret gümrük beyannamesi (etgb), ithalat ve ihracat icra eden şirketler için ancak yetkilendirilmiş taşıyıcı firmalar ya da operatörler tarafınca dijital ortamda düzenlenen bir belgedir. Etgb rejimine mevzu eşya ya da ürünün tutarı 7500 Euro ve ağırlığı 150 kg'ı aşmamalıdır. Bu şartları taşıyan ürünlerin ihracatına “hızlandırılmış ihracat”, “mikro ihracat” veya “etgb” adı verilir.

   Etgb, gümrük müdürlüğü tarafından elektronik olarak onaylanır ve vergi daireleri otomasyon projesi (vedop) sistemine aktarılır. Etgb çıktıları ile kdv iadesi talebinde bulunulabilir. Gümrük müşavirleri tarafından düzenlenemez. Taşıyıcı şirketler, ürünleri teslim aldıktan sonra kısa zaman içinde yasal işlemleri bitirerek, gönderici firmaya etgb evraklarını mail yoluyla iletir.

   Tüm gümrük işlemlerine ait faaliyetlerinin takibi ve sonuçlandırılmasından yetkili taşıyıcı firmalar sorumludur. Bu işlemler için gümrük müşavirliği bedeli, ambar ücreti ve ihracatçılar birliği ücreti benzer biçimde maliyetler çıkarılmaz. Etgb düzen yetkisi olan pts, dhl, ups ve tnt şeklinde kargo firmaları aracılığı ile mikro ihracat prosedürleri en az seviyeye indirilebilir.


E-İhracat Nedir?

Sınır Ötesi Ticaret veya Küresel Ticaret tasvirlerinin kullanımı, İngilizce’deki “Cross Border eCommerce”, “Borderless eCommerce” veya “Cross Border Trade” tasvirlerinden feyzalınarak ve Türkçe çevirisi yapılarak çıkmıştır. Türkiye’deki KOBİ’ler açısından düşünecek olursak, bana göre pazarlama iletilerinde güzel duran bu tasvirler, aktarmak istenilen ileti ve fırsatlar istikametinden bakarsak çok büyük oranda E-İhracat niyetleri ile birebir aynıdır.

  Mikro ihracat, elektronik ticaret gümrük beyanı (etgb) kapsamında meydana getirilen bir ihracat türüdür. Buna bakılırsa, etgb kapsamında yurt dışına meydana getirilen kdv’siz satış tutarı 7.500 Euro’yu geçmemelidir. Şu demek oluyor ki iktisat bakanlığı’nın kabul etmiş olduğu mikro ihracat üst limiti 7.500 Euro’dur. Ayrıca, satılan ürünün ağırlığı 150 kg'ı aşmamalıdır. Bu tür satış uygulaması, genel olarak “mikro ihracat” olarak tanımlanır.

   Satış tutarı 7.500 Euro’yu ve ağırlığı 150 kg'ı geçerse normal gümrük beyannamesi düzenlenmesi icap eder. Etgb ücretsizken, düzgüsel bildiri ücrete tabidir. Mikro ihracat uygulamaları ile yurt dışına ürün satışlarında kdv’siz satmaca düzenlenmelidir.

  Mikro ihracat ile meydana getirilen satışların gönderileri, ülke dışına ancak etgb ile çıkarılabilir. Tamamen ücretsiz olan etgb, gümrük müşavirlerine ihtiyaç olmadan dijital ortamda düzenlenebilir. Etgb, dış ticarette gereken birden fazla belgeyi ortadan kaldırmıştır. Çünkü mikro ihracat süreçlerini hızlandıran bir beyandır.
